Which of Voima's fees include VAT?

Only the safe account fee. The other fees are VAT-exempt.

The gold related to Voima's fees is investment grade and is thus exempt due to EU and Finnish legislation. The exemption of other metal fees is due to the VAT warehouse status that has been granted to Voima by the Finnish Tax Administration.
